Canada to Close a "Gap" in the Criminal Code
The federal government plans to close a gap in the Criminal Code
that allows identity thieves to collect and hoard other people's
personal information until it is used to commit fraud, a gap that
police say leaves them unable to crack down on the multibillion-dollar
explosion in identity theft and fraud.
It is a crime to use
personal information to commit fraud, but the act of gathering data for
future illicit use is not, in itself, illegal. Justice Minister Rob
Nicholson announced in Montreal that the legal loophole, created in
part by rapidly changing technology, would be closed by legislative
change.
